FR : Pour ce projet nous avons la conviction qu’il doit créer un lien entre deux quartiers importants de Strasbourg. Il s’agit ici, par un alignement franc, d’assurer la continuité entre ces deux parties de la ville ; d’ajouter un jalon dans la perspective joignant la Route du Polygone, la Cité de la Musique, la Place d’Austerlitz ainsi que la Cathédrale. À plus petite échelle, il nous semble opportun de proposer une certaine porosité de l’ilot. Ces percées permettent une mise en relation tant visuelles que physiques des espaces publics entourant le site. À la croisée d’axes de circulation importants, dans un environnement dégagé l’Ilot Saint Urbain bénéficie d’une visibilité rare. La possibilité de construire un signal vertical à cet emplacement nous semble intéressante afin de marquer l’arrivée à Strasbourg. Mais ce signal doit aussi s’adresser aux Strasbourgeois et participer à l’unité de l’agglomération. De ce fait, nous avons la conviction que l’ilot dans sa totalité doit être traité comme en ensemble remarquable ; son gabarit est travaillé afin de pouvoir à la fois offrir un repère et répondre aux gabarits des bâtiments environnants. Cette richesse permet d’associer l’échelle urbaine à une échelle plus domestique. À des fins de clarté et d’efficacité dans le fonctionnement, les différents programmes regroupés dans le projet de l’ilot Saint Urbain sont organisés de manière simple.

UK : We are convinced that this project has to create a link between two important districts in Strasbourg. The idea is to use a clearly aligned frontage to provide a sense of continuity between the two areas and to add a linking feature to the perspective connecting the Route du Polygone, the Cité de la Musique, the Place d’Austerlitz and the Cathedral. On a smaller scale, it seems appropriate to provide the city block with a certain amount of porosity, with openings that create a visual and physical relationship with the public spaces around the building. Standing at the intersection of important traffic routes in open surroundings, the Ilot Saint Urbain enjoys an unusual degree of visibility. We found the idea of building a vertical landmark here interesting, as it marks the entrance to Strasbourg. But this landmark also has to speak to the people of Strasbourg and contribute to the unity of the city. We are thus convinced that the entire block has to be treated as a remarkable entity, and its varying heights are designed to allow it to act as a landmark while remaining in keeping with the size of the surrounding buildings. This makes it possible to combine an urban scale with a more domestic scale. For clarity and operational efficiency, the different programmes that make up the Ilot Saint Urbain are organised in a simple way.
